Concrete cures through a chemical reaction that generates its own heat, and that reaction slows as temperature drops. The risk is not the cold itself but the slab freezing before it has gained enough strength, which permanently damages it.
This is the practical difference between the two materials in the Piedmont. Asphalt needs ground temperatures above roughly 50°F to compact properly, so paving here effectively ends around Thanksgiving and does not restart until spring.
Concrete has no equivalent hard stop. If you want work done between November and March in Forsyth County, concrete is generally the option that is actually available.
There is a scheduling argument for it. Contractor books are typically fuller in spring and summer, so lead times in the colder months can be shorter. The tradeoff is that a hard freeze or a wet week can push your date.
Cold-weather work carries some real added cost for heated water, admixtures and blankets, so a January quote may sit slightly above the same job in June. A contractor who quotes winter work at exactly the summer price either is not planning cold-weather protection or is absorbing it, and it is worth asking which.
